Technical information about this website’s accessibility

Shropshire Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • The sort order drop-down box contains an unlabelled form control with a title. This fails WCAG success criteria 1.1.1 (non-text content), 1.3.1 (info and relationships), 2.4.6 (headings and labels), and (3.3.2 labels and instructions)

  • The maps point markers (map legends) are empty buttons (no text descriptions or alterative text) which means people with screen readers won’t know the buttons’ function. This fails WCAG success criteria 1.1.1 (non-text content) and 2.4.4 (link purpose - in context)

  • The focus order does not line up with the visual layout on some pages which can potentially cause confusion. This fails WCAG success criteria 1.3.1 (info and relationships), 1.3.2 (meaningful sequence) and 2.4.3 (focus order)

  • The website is not responsive when resizing text by 150%-200%, requiring the webpage to be scrolled in two dimensions in order to see all of the content. This fails WCAG success criteria 1.4.4 (resize text) and 1.4.10 (reflow)

  • The date-picker icon (which opens a calendar pop-up when selected) is not accessible with a keyboard. This fails WCAG 2.1 success criteria 2.1.1 (keyboard). However, people are still able to input dates using the form fields.

  • Selecting the ‘find address’ button causes the focus to be reset. This fails WCAG 2.1 success criteria 1.3.1 (info and relationships), 1.3.2 (meaningful sequence), 2.4.3 (focus order) and 3.2.2 (on input)

  • The login reference form field does not have an accessible error message. This fails WCAG 2.1 success criteria 3.3.1 (error identification) and 3.3.3 (error suggestion)

  • Majority of the user interface components on the website has a yellow focus outline, as well as form fields which uses a bright blue focus state. These colours however do not meet the minimum colour contrast ratio, which can cause difficulty for users with low vision, poor eyesight, or colour blindness. This fails WCAG 2.1 success criteria 1.4.11 (non-text contrast)

  • The question mark icons used to provide help information do not provide context to differentiate themselves from other instances on the page. This fails WCAG 2.1 success criteria 2.4.4 (link purpose - in context)

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDF's and Word Documents are essential to providing our services. For example, we have PDF's with information on how users can access our services, and forms published as Word documents. By September 2020, we plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix [example of non-essential document].

Any new PDFs or Word documents we publish will meet accessibility standards.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

How accessible this website is

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • Change colours, contrast levels and fonts
  • Zoom in up to 300% without the text spilling off the screen
  • Navigate most of the website using just a keyboard
  • Navigate most of the website using speech recognition software
  • Listen to most of the website using a screen reader

AbilityNet has advice on making your device easier to use if you have a disability.

  • You can select the Accessibility option to change the font size to large or extra-large without the text spilling off the screen.
  • WCAG success criterion 1.4.10: Reflow can be met by using the Mobile website view in the top navigation.
  • Our website makes use of embedded maps in several locations. We are not required to make these accessible as long as essential information is always provided in an accessible format like an address.
